"Xuanweisi" began to appear in the Jin Dynasty, and it was not until the Yuan Dynasty that it became popular on a large scale.

The administrative structure of the Yuan Dynasty established by the Mongols was very different from that of the Tang and Song Dynasties. In terms of local administrative settings, there was an additional "Xuanwei Division" between the "provinces" and "states".

The Ming Dynasty later integrated these Xuanwei divisions into the "Three Xuanwei and Sixwei" divisions. The "Three Xuanxuan" refers to the three Xuanfu divisions of Zandian, Qianya, and Longchuan. There has been controversy over whether Jiugang Xuanweisi is considered the territory of the Ming Dynasty.
