The standard displacement of an aircraft carrier must not exceed 23,000 tons, and the gun caliber must not exceed 61 inches. Standard cruisers must have a standard displacement of no more than 8,000 tons and a gun caliber of no more than 61 inches, but any Contracting State may build a cruiser with a displacement of 10,000 tons if it believes that its national security is affected.

Signatories may not acquire or build submarines with a standard displacement exceeding 2,000 tons (2,032 metric tons) or with guns exceeding 51 inches (130) caliber.

In addition to continuing to reduce the content of capital ships, the second treaty also provides for aircraft carriers, cruisers, submarines, etc.
